Why can’t services design their own material?

West Lothian Council is a professional organisation and it is important that professional and consistent communications are created.
Services are therefore asked not to design their own material. This includes, print material, online materials and videos and animation.
Whilst we appreciate that some services may have access to a member of staff who is competent within design packages, allowing services to create their own materials raises a number of issues:

    • Who determines what material is suitable and which material is not?
    • Who arranges print or distribution of materials?
    • Who keeps an eye on your costs and ensures procurement laws followed
    • Does your member of staff know about the council’s branding guidelines and design requirements?
    • Who ensures that your materials are accessible to all customers?
    • Public sector organisations have a legal duty to make websites accessible. Find out how your organisation is impacted
    • This includes ensuring that images on websites are accessible.
    • Copyright and liability for breaches

Whoever designs graphic, owns design. Your member of staff or your service will be responsible for ensuring that images and text do not breach copyright laws. If they do, you or your service will be responsible for any breach and the implications

    • Do you have time on your hands?

If members of staff are designing materials, they are spending less time on the role they are employed to do.
